DHS Suggests Christians and Constitutionalists (aka sovereign citizens) Should Get Extra Surveillance From LEOs

Big government progressives and collectivists love labels. They seem to come up with a new one almost daily, as they seek to isolate and demonize one small segment of the population at a time that they can identify as “extremist” and then dismiss from any discussion about the country’s direction.
The Department of Homeland Security and the military have, in reports published over the past several years, equated a large segment of the U.S. population with terrorists for simply expressing displeasure of the nation’s course, preparing for disaster or even paying in cash. DHS and the Barack Obama regime are aided in this endeavor by government propaganda arm mainstream media and organizations like the Southern Preposterous Lie Center (aka Southern Poverty Law Center), see here, here and here.
Now, true to its communistic-sounding roots, DHS is becoming exceedingly fearful of Christians who believe the Bible is God’s word, Christian “fundamentalists” (whatever those are), Americans who believe the country was founded on Godly principles and those who believe the Constitution stands as the law of the land. In training materials, DHS has lumped Christians and Constitutionalists in with a group it calls the sovereign citizen movement and identified them as requiring special surveillance by law enforcement.
In a letter to a conservative blogger, Prowers County (Colo.) Undersheriff Ron Trowbridge revealed what he learned during a recent training course conducted by Colorado State Patrol (CSP) Trooper Joe Kluczynski, a CSP analyst for the Colorado Information Analysis Center, (CIAC). CIAC is funded by DHS and run by the CSP, and the training materials Kluczynski used came from DHS.
Here is the letter, unedited and in its entirety:
On April 1, 2013 I attended training in La Junta, Colorado hosted by the Colorado State Patrol (CSP). The training was from 12:00 pm to 4:00 pm and covered two topics, Sovereign Citizens, and Outlaw Motorcycle Gangs. I was pretty familiar with motorcycle gangs but since we often deal with the so-called sovereign citizen groups I was interested to see what they had to say. The group consisted of police officers, deputies, and CSP troopers. There were about 20 people in attendance.
Trooper Joe Kluczynski taught a 2-hour section on sovereign citizens. Kluczynski spent most of his two hours focusing on how, in his view and apparently the view of Homeland Security, people turn to the sovereign citizen movement. Kluczynski started off by saying there are probably some sovereign citizens in this room and gave a generalized list of those groups that have sovereign citizen views. Among those groups, Kluczynski had listed, were those who believe America was founded on godly principles, Christians who take the Bible literally, and “fundamentalists”. Kluczynski did not explain what he meant by “fundamentalists” but from the context it was clear he was referring again to those who took the Bible literally or “too seriously.”
While Kluczynski emphasized that sovereign citizens have a right to their beliefs, he was clearly teaching that the groups he had listed should be watched by law enforcement and should be treated with caution because of their potential to assault law enforcement. Kluczynski explained why he believed these groups were dangerous saying they were angry over the election of a black president. When someone in the group suggested the failing economy was probably much more to blame, Kluczynski intimated that those who are not going along with the changes in America will need to be controlled by law enforcement. Kluczynski even later questioned some of the troopers present if they were willing and prepared to confiscate “illegal” weapons if ordered to.
Kluczynski’s assignment with the CSP was an Analyst for the Colorado Information Analysis Center, (CIAC). CIAC is funded by Homeland Security funds and run by the CSP. Kluczynski said he gets his information from the Department of Homeland Security. Kluczynski said he was leaving the CSP at the end of that week (March 29, 2013) to begin his new career with Homeland Security. I thought he was perfect for the job.

Trowbridge’s boss, Sheriff Jim Faull, issued a news release Monday suggesting CSP suspend and re-evaluate the training program, because: “When an instructor with a state law enforcement agency is teaching their (sic) own employees and other law enforcement agencies that bible (sic) believing citizens and those that do not agree with current political trends are dangerous and should be under the scrutiny of law enforcement, then that agency needs to make some fundamental changes with that particular course.”
Trowbridge said he was surprised and frightened by the amount of attention his letter received, but he stood by it. He issued another letter on Monday responding to those seeking to verify his initial claims.
Understand what is at work here is a concerted effort by the regime to marginalize and demonize Americans, “those who are not going along with the changes” the Marxist Obama regime is making to the country. Demonizing and ultimately dehumanizing the “enemy” is a tried and true propaganda tactic. You will also see this tactic demonstrated in the comments posted to Personal Liberty articles by the regime’s messengers, who have taken to equating the Tea Party with the Taliban and calling them extremists and terrorists. It is a designed strategy based on the Saul Alinsky model.

Contracts were for “training aids” and “paperboard”

The company behind controversial shooting targets that include images of children, pregnant women and elderly gun owners received almost $2 million dollars in contracts from the Department of Homeland Security.
Minnesota-based Law Enforcement Training Inc., which brags of its close relationship with the DHS and thousands of law enforcement agencies, has stoked outrage after producing shooting targets which feature “non traditional” threats amidst banal environments such as a pregnant woman in a nursery, a mother in a school playground and a little boy.
The company reacted to the furore by asserting the products helped override “hesitation on the part of cops when deadly force is required on subjects with atypical age, frailty or condition,” and to “break that stereotype on the range, regardless of how slim the chances are of encountering a real life scenario that involves a child, pregnant woman, etc.”
Following concerns that the issue could be linked with Homeland Security’s purchase of around 2 billion bullets over the last year, which many fear is linked to preparations for domestic disorder, it has now emerged that Law Enforcement Training Inc. has racked up contracts worth almost $2 million dollars with the DHS over the last three years.
The vast majority of those contracts were for “training aids” and “paperboard,” ;according to the USASpending.gov website, which lists numerous different contracts each in the region of $150,000 and $180,000 dollars stretching back to early 2010 and running through to July 2012.
While it is not known whether the DHS purchased the “no hesitation” targets, a company representative admitted to a customer that law enforcement agencies had “requested” at least one of the images which depicted a pregnant woman as a “threat”.
A customer who called Law Enforcement Inc. yesterday told Infowars that the company informed him the targets were, “strictly for Department of Homeland Security and other law enforcement agencies.”
The story has prompted widespread condemnation on the Internet, with Law Enforcement Inc. being slammed by Facebook users after it issued a statement.
Retired City of Houston police officer T.F. Stern reacted to the issue by remarking, “There’s something wrong, seriously wrong here. If we start to desensitize law enforcement officers, have them disregard humanity, to feel nothing’s wrong in shooting a pregnant lady or an old man with a shotgun inside his own home…then what kind of society have we become? How will police officers react after they no longer believe they are part of the society which they have been charged with policing, when they have become used to shooting pregnant ladies and old men?”

New Jersey Regional Operations Intelligence Center Mass Shootings Analysis
The mass killing incidents this year at a Sikh temple in Wisconsin and a movie theater in Colorado garnered international attention and focused the efforts of public and private sector security officials on the prevention of and response to mass shootings in the United States. This report examines the 29 deadliest mass shootings in the past 13 years, starting with the shootings at Columbine High School in Colorado in 1999, to identify commonalities and trends. These 29 incidents include shooting incidents in which at least five people were killed.
DHS defines an “active shooter” as an individual actively engaged in killing or attempting to kill people in a confined and populated area. In most cases, active shooters use firearms, and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required to stop the shooting and mitigate further harm to victims. Typically, active shooter situations are over within 10 to 15 minutes.
- An analysis of 29 mass shooting incidents in the United States since 1999 indicates that nearly half were workplace shootings.
- All of the shooters but one were males between the ages of 17 and 48. All but one of the 29 incidents were conducted by single shooters.
- Most of the active shooters took their own lives or were shot by responding police officers.
- Only four of the shooters were current or former members of the military.
- Semiautomatic handguns were the most commonly used type of weapon in the mass shootings.
Analysis of Mass Shootings Since 1999
The 29 mass shootings incidents since 1999 – listed in Appendix 1 – were analyzed to identify commonalities and trends. These include the following:
- Males between the ages of 17 and 48 conducted all of the attacks but one.
- The largest number of mass shootings – 13 of the 29 – occurred at the workplace and were conducted by either a former employee or relative of an employee.
- All of the active shooters were single attackers, with the exception of two students who conducted the shootings at Columbine High School.
- In most of the incidents – 20 of the 29 – the active shooters took their own lives or law enforcement was forced to shoot and kill them, thus leaving their true motives uncertain.
- In only four of the 29 incidents were the shooters active or former members of the U.S. military.
- Semiautomatic handguns are the weapon of choice for mass shootings.
Active Shooters: How to Respond
Following the tragedy that occurred at Virginia Tech in 2007, the U.S. Department of Homeland Security released a document with recommendations on what to do in the event of an active shooter situation. The most critical recommendation is for both law enforcement and the private sector to have training and conduct drills in order to be prepared for an active shooter incident.
In many of the case studies discussed, there were indicators of potential violence. The following is a list of warning signs that an employee may exhibit in the workplace:
- Increased use of alcohol and/or illegal drugs.
- Unexplained increase in absenteeism; vague physical complaints.
- Noticeable decrease in attention to appearance and hygiene.
- Resistance and overreaction to changes in policy and procedures.
- Repeated violations of company policies.
- Increased severe mood swings.
- Noticeably unstable, emotional responses.
- Explosive outbursts of anger or rage without provocation.
- Suicidal; comments about “putting things in order.”
- Paranoid behavior or utterances (“Everybody is against me”).
- Increasingly talks of problems at home.
- Escalation of domestic problems into the workplace; talk of severe financial problems.
- Talk of previous incidents of violence.
- Empathy with individuals committing violence.
- Increase in unsolicited comments about firearms, other dangerous weapons and violent crime.

New Jersey Regional Operations Intelligence Center School Shootings Commonalities
This report attempts to analyze the indicators and commonalities of recent school shootings in an effort to inform public safety officials and assist in the detection and prevention of potential school shooter plots or attacks. All incidents included in this assessment occurred in the United States while classes were in session. Domestic violence shootings and gang violence were not included in an effort to differentiate between “active shooter” incidents and other acts of violence. DHS defines an “active shooter” as an individual actively engaged in killing or attempting to kill people in a confined and populated area.
Recently several school shooting plots and attacks have occurred throughout the United States, which has resulted in the deaths and injuries of their victims. These incidents included:
- January 2011 (Utah) – Law enforcement officers arrested two teenagers after discovering that they planned to bomb their high school. The two suspects had blueprints of the school and planned to escape after their attack by stealing a plane at a nearby airport.
- February 2011 (Ohio) – A student killed three classmates and injured two others at a high school when he opened fire in the cafeteria.
- April 2012 (California) – A school shooting left seven people dead and three others wounded when a nursing student opened fire at a small Christian college.
- October 2012 (Maryland) – A 15-year old high school student shot and critically injured a classmate on the first day of school.
One or more plots or shootings have occurred in each of the last 10 years in the United States, resulting in the deaths of students and school administrators. These attacks have occurred at all types of schools, including elementary, high school, college, and other educational institutions. In every instance of a school shooting attack in the United States during this period, the attacker has used small arms or homemade explosives.
Use of Social Media
In the past several years, the majority of students who have conducted plots or attacks against their schools have publicized their anger or intentions through the use of social media. Not every instance of expression of anger will necessarily result in violence, but when school shootings have occurred, the perpetrators have often previously expressed a fixation with death or inflicting pain on others.
While students have used social media to express their anger and intentions to attack their schools, this type of action is neither new nor limited to online activity. Even without the use of online media, students have expressed their frustration and intentions through other outlets by using handwritten journals, notes, and drawings. These documents can indicate pre-operational planning, as illustrated in the 1999 Columbine shooting. Diary entries of the Columbine shooters, released in 2006, not only contained their anger but also reminders to fill ammunition clips and acquire bomb-making materials, including nails, propane, and fuses.
Recent examples of students publicizing their intentions to plot or attack their schools include the following:
January 2011 (Nebraska) – A high school student who shot one administrator and killed another posted ominous messages on his Facebook page that read., “You’re gonna hear about the evil [expletive] I did but that [expletive] school drove me to this. I want you guys to remember me for who I was before this. I greatly affected the lives of the families ruined but I’m sorry. Goodbye.” These attacks occurred despite the existence of these postings because friends or family were unaware of these writings until law enforcement investigated the shootings and searched the students’ computers.
February 2012 (Ohio) – Authorities discovered several Facebook postings by a high school student attending Chardon High School after he killed three classmates. One of his Facebook postings read, “He longed for only one thing, the world to bow at his feet,” and ended ominously, “Die, all of you.”
In 2012 law enforcement officers arrested several students after they posted threatening language online. In one instance, in January 2012, two students were arrested for planning to bomb their school after one of them shared their plans with another student, who then informed school officials. When questioned by law enforcement, one of the students stated that not only was the 1999 Columbine High School shooting their inspiration, but also that they hoped to surpass its death toll. This instance and several others in which a concerned student or parent informed the local police department, preventing the attack, demonstrate the importance of reporting suspicious activities.
While social media has provided students with a venue to post their anger and intent, the Internet can also provide them with access to violent web sites. Violent online material has the potential to influence an already emotionally troubled student producing sometimes negative and deadly consequences. In 2005 a 16-year old, who posed messages on a neo-Nazi website calling himself the Angel of Death, killed nine people and wounded seven before committing suicide. Some online material can also provide instructions on weapons use and bomb construction.
Who are the shooters?
In the last 10 years, male students have been responsible for the majority of school shootings nationwide. Students who perpetrated attacks were also more likely to know their intended targets rather than to attack their victims randomly. When students targeted an administrator, they believed that either the school failed to protect them from bullies, or the student felt school officials unfairly reprimanded them.
The remaining attackers were outsiders with no relationship to the school or school employees who attacked their supervisors because of employment disputes. One instance of a school employee attacking a school occurred in March 2012, when hours after a teacher was fired, he returned to school and shot dead a school administrator prior to committing suicide. Outsider shooters with no relation to the school, on the other hand, are more likely to attack their victims randomly because these attackers had no discernible association with the school and had no grievances with any potential victims.
In 2006, two separate outsider attackers shared similar tactics, one at Platte Canyon High School in Colorado in September, and another at an Amish school at Nickel Mines, PA, in October. In both incidents, the gunmen attacked the schools, took several female students hostage, and killed one or more students, before taking their own lives moments before law enforcement officers broke into the classrooms. The threat from outside attackers is not, however, limited to a gunman entering a school. Shooters have also targeted students by waiting outside the school or near the perimeter during recess or at dismissal.

The hypocrisy of the government knows no bounds. I have said repeatedly, and continue to say, that I am against all gun control at the moment because our government is extremely violent and not only do I not expect it to protect the American people in general, I believe it is far more concerned with protecting the status quo from the people. The Department of Homeland Security is seeking to acquire 7,000 5.56x45mm NATO “personal defense weapons” (PDW) — also known as “assault weapons” when owned by civilians. The solicitation, originally posted on June 7, 2012, comes to light as the Obama administration is calling for a ban on semi-automatic rifles and high capacity magazines.
Citing a General Service Administration (GSA) request for proposal (RFP), Steve McGough of RadioViceOnline.com reports that DHS is asking for the 7,000 “select-fire” firearms because they are “suitable for personal defense use in close quarters.” The term select-fire means the weapon can be both semi-automatic and automatic. Civilians are prohibited from obtaining these kinds of weapons.
That being said, it is reasonable for the Department of Homeland Security to request these rifles as they are indeed effective personal defense weapons. The agency is tasked with keeping Americans safe from those who wish to do the country harm, and its officials should be equipped with all the tools they need to do so effectively.
See the meme being pushed here? These guys want the entire population completely domesticated. They want us to depend on the government for food. For healthcare. For self-defense. Two sets of laws. One for the “rulers” and one for the “ruled.” This is the opposite of how things function in a free society.
I am sorry, but unless you think the DHS is preparing for an invasion by Al Qaeda, it is quite clear these weapons are being bought for future use against the citizenry of the United States. The writing on the wall couldn’t be clearer.

Major General: Why Are Domestic Government Agencies Purchashing Enough Lethal Ammunition to Put 5 Rounds In Every American?
Preface: There might be an innocent explanation. But given recent trends, this is worrisome.
Retired Major General Jerry Curry wrote Friday:
The Social Security Administration (SSA) confirms that it is purchasing 174 thousand rounds of hollow point bullets to be delivered to 41 locations in major cities across the U.S.
Those against whom the hollow point bullets are to be used — those causing the civil unrest — must be American citizens; since the SSA has never been used overseas to help foreign countries maintain control of their citizens.
What would be the target of these 174, 000 rounds of hollow point bullets? It can’t simply be to control demonstrators or rioters. Hollow point bullets are so lethal that the Geneva Convention does not allow their use on the battle field in time of war. Hollow point bullets don’t just stop or hurt people, they penetrate the body, spread out, fragment and cause maximum damage to the body’s organs. Death often follows.
Potentially each hollow nose bullet represents a dead American. If so, why would the U.S. government want the SSA to kill 174,000 of our citizens, even during a time of civil unrest?
If this were only a one time order of ammunition, it could easily be dismissed. But there is a pattern here. The National Oceanic and Atmospheric Administration (NOAA) has ordered 46,000 rounds of hollow point ammunition. Notice that all of these purchases are for the lethal hollow nose bullets. These bullets are not being purchased and stored for squirrel or coyote hunting. This is serious ammunition manufactured to be used for serious purposes.
In the war in Iraq, our military forces expended approximately 70 million rounds per year. In March DHS ordered 750 million rounds of hollow point ammunition. It then turned around and ordered an additional 750 million rounds of miscellaneous bullets including some that are capable of penetrating walls. This is enough ammunition to empty five rounds into the body of every living American citizen. Is this something we and the Congress should be concerned about? What’s the plan that requires so many dead Americans, even during times of civil unrest? Has Congress and the Administration vetted the plan in public.
All of these rounds of ammunition can only be used to kill American citizens, though there is enough ammunition being ordered to kill, in addition to every American citizen, also every Iranian, Syrian or Mexican. There is simply too much of it. And this much ammunition can’t be just for training, there aren’t that many weapons and “shooters” in the U.S. to fire it.
We have enough military forces to maintain law and order in the U.S. even during times of civil unrest.
This is a deadly serious business. I hope I’m wrong, but something smells rotten. And If the Congress isn’t going to do its duty and investigate this matter fully, the military will have to protect the Constitution, the nation, and our citizens.
Why are government agencies doing this?
Major General Curry asks a troubling questions:
We have local police, backed up by each state’s National Guard, backed up by the Department of Defense. So in addition to all these forces why does DHS need its own private army? Why do the SSA, NOAA and other government agencies need to create their own civilian security forces armed with hollow nose bullets?
This may sound like a conspiracy theory …
But remember that Senator Daniel Inouye said in 1987:
There exists a shadowy Government with its own Air Force, its own Navy, its own fundraising mechanism, and the ability to pursue its own ideas of national interest, free from all checks and balances, and free from the law itself.
Chalmers Johnson called the CIA the President’s private army.
And that’s nothing compared to JSOC. As John Glaser wrote in February:
For the past decade, we’ve seen the rise of a secret, unaccountable U.S. military force … Joint Special Operations Command (JSOC) is an unwieldy private army at the command of the President, and him only. And they conduct military and spy missions all over the world, never receiving formal congressional approval ….
“Without the knowledge of the American public,” wrote Nick Turse back in August, “a secret force within the U.S. military is undertaking operations in a majority of the world’s countries. This new Pentagon power elite is waging a global war whose size and scope has never been revealed.” According to a recent Congressional Research Service report, JSOC forces “reportedly conduct highly sensitive combat and supporting operations against terrorists on a world-wide basis.” As the New York Times this week reported:
The Special Operations Command now numbers just under 66,000 people — including both military personnel and Defense Department civilians — a doubling since 2001. Its budget has reached $10.5 billion, up from $4.2 billion in 2001 (after adjusting for inflation).Over the past decade, Special Operations Command personnel have been deployed for combat operations, exercises, training and other liaison missions in more than 70 countries. Since the invasion of Iraq in 2003, Special Operations Command sustained overseas deployments of more than 12,000 troops a day, with four-fifths committed to the broader Middle East.
JSOC operates outside the confines of the traditional military and even beyond what the CIA is able to do.
But it goes well beyond the war zones. In concert with the Executive’s new claims on extra-judicial assassinations via drone strikes, even if the target is an American citizen, JSOC goes around the world murdering suspects without the oversight of a judge or, god forbid, granting those unfortunate souls the right to defend themselves in court against secret, evidence-less government decrees about their guilt. As Pulitzer Prize winning journalist Seymour Hersh said at a speaking event in 2009:
Congress has no oversight of it. It’s an executive assassination ring essentially, and it’s been going on and on and on.***
Under President Bush’s authority, they’ve been going into countries, not talking to the ambassador or the CIA station chief, and finding people on a list and executing them and leaving. That’s been going on, in the name of all of us….
[Marc Ambinder told Wired]:
There are legal restrictions on what the CIA can do in terms of covert operations. There has to be a finding, the president has to notify at least the “Gang of Eight” [leaders of the intelligence oversight committees] in Congress. JSOC doesn’t have to do any of that. There is very little accountability for their actions. What’s weird is that many in congress who’d be very sensitive to CIA operations almost treat JSOC as an entity that doesn’t have to submit to oversight. It’s almost like this is the president’s private army, we’ll let the president do what he needs to do.
An End-Run Around the Constitution?
Remember, we’ve gone from a nation of laws to a nation of powerful men making laws in secret. A nation where Congressional leaders themselves aren’t even allow to see the laws, or to learn about covert programs. A nation where Congressmen are threatened with martial law if they don’t approve radical programs.
This is not surprising, given that tyrannical regimes always crumble when the footsoldiers refuse to carry out draconian measures.
Indeed, active duty military personnel are big Ron Paul supporters. And see this. Because liking Ron Paul – as well as liking liberty or the Founding Fathers – may get one branded as a potential terrorist these days, there may be some friction between active military folks and the government as well.
We’ve been in a continuous state of National Emergency for 11 years. The Constitution has so thoroughly been shredded that it – literally – unclear whether we are still living in a constitutional form of government.
As such, Major General Curry’s speculation is chilling, indeed:
Is the purpose [of the lethal ammunition purchases] to kill 174,000 of the nation’s military and replace them with Department of Homeland Security (DHS) special security forces, forces loyal to the Administration, not to the Constitution?

Keep in mind DHS operates on US Soil. Right here in your neighborhood, disguised to prevent terrorists crime and drugs, they are planning something big, targeting dissent amongst American Citizens. This is more than a simple waste of tax dollars, this is a blatant disregard for the US Constitution on which our Republic is composed. Without a doubt, Americans are not going to tolerate lies and tyrants too much longer, and if they make a grab for our God Given Right and ability to defend ourselves under the 2nd Amendment of the US Constitution, they will meet a landslide! Side stepping the The Posse Comitatus Act by creating a civil armed force equal to that of the US Military and using military contractors, methods of armed thugs are being employed here in the US in the guise of security, state safety, and economic stability.
